The incumbent in this position performs as a Telehealth Clinical Technician at Spokane VA Medical Center, in the Chief of Staff office. The Telehealth Clinical Technician serves in a generalist role to support and manage telehealth clinical encounters from the patient and provider location as the site Telepresenter, imager for telehealth store and forward applications, clinic manager for real time telehealth events, including patient education activities, provision of equipment for the HT program, technical and scheduling activities, and other program support duties, as assigned. Telepresenter Serves as a patient site clinical coordinator and manager of telehealth services in assigned clinic(s). Responsible for the patient site clinical, business, scheduling, and technical aspects for real-time telehealth applications, including, all specialty and primary care telehealth encounters (clinical video, imaging, and support of home telehealth). Installs, maintains, inventories and trains staff on all video-conferencing technologies, telehealth peripherals including stethoscopes, otoscopes, ultrasound, Doppler's technology, and scheduling software used to coordinate, manage resources, and connect staff, resources, patients and providers in the manner effective to delivery of services, patient care, education, and training. Schedules, confirms, and coordinates telehealth services of inpatients and outpatients to/from VISN to VISN, Facility to Facility, CBOC to CBOC etc. and private facilities including nursing homes, hospitals, and clinics. Maintains coordination and consolidates the telehealth schedule to assist in multiple appointments of patients using VA telehealth equipment/ technology and other resources to address our wide catchment areas of telehealth services. Maintains daily telehealth schedule to assist in scheduling rooms, patients, technology, and tele-presenters. Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes of the telehealth program. Develops reporting procedures, sampling techniques and measurements at various points in the telehealth processes to identify/analyze inherent weaknesses in work and procedures and advises others as to trends in the processes of patient telehealth services. Reviews/analyzes adverse patterns/trends; identifies and proposes development and implementation of solutions. Telehealth Imager Performs telehealth imaging, including tele-retinal screening, tele-dermatology, tele-wound care imaging and other telehealth programming as technology becomes available, as identified, and referred by the primary care provider, other providers, and the imager Performs auxiliary testing such as visual acuity, papillary function assessment by penlight, estimation of anterior chamber angle depth, intraocular pressure, dilation and a visual field assessment Post exam patient education will include such things as: review of the acquired images for anaomic and general findings, discussion with the veteran of the link between blood glucose control blood pressure, and eye health, review of photos illustrating non-proliferative and proliferative diabetic retinopathy and retinal laser treatment, follow up visit scheduling/ guidance, provision of selected handouts patient education, and dispensing a medic alert diabetes bracelet/necklace, if needed. Telehealth Ancillary Duties Assists in patient care under the direct supervision of an independent licensed healthcare provider. Can be crossed-trained to perform a range of direct care duties that may include, but are not limited to such things as performing temperature, blood pressure, respiratory rate, oxygen saturation measurements, measuring height and weight, and patient transfers in support of the primary care or specialty clinics. Conducts quality control procedures on equipment and products and maintains proper records for quality control reports and workload reporting. Demonstrates knowledge of mechanics and functioning, inventory, maintenance, replacement, deployment, and management of all equipment in the HT, SFT, VVC, and CVT technology that include, but are not limited to clinical based and home telehealth and includes telepresenting, imaging, clinical and business support for specialty and primary care clinics. Responsible for developing and coordinating a wide variety of policies/procedures, telehealth help desk functions with full and complete technical advice, support, and authority to administratively adjust to effect necessary change. Performs direct patient support work to include collecting information from patients, providing personal patient care, and educating patients on pre-testing and post procedure activities.
