Job Summary:

The Vanderbilt Health Executive Search Team is conducting a national search for an Executive Director and Associate Operating Officer - Vanderbilt Transplant Center. The Executive Director and Associate Operating Officer shall provide general management for the operations of the Vanderbilt Transplant Center (VTC) by providing administrative oversight and leadership in a manner that supports the mission, credo, and vision of VUMC. Through a partnership with the Transplant Medical Director, Transplant Surgical Director, and Associate Nursing Officer, the Executive Director and Associate Operating Officer will have strategic and operating responsibility for VTC. The Executive Director and Associate Operating Officer collaborates with Medical, Surgical, Nursing, and Administrative Leaders across VUMC in the determination of functions and processes to achieve VTC goals.

The Executive Director and Associate Operating Officer of the Vanderbilt Transplant Center is responsible for oversight of the daily transplantation services ensuring patient-centric and cost-effective high-quality outcomes while maintaining positive community relations and building new referral networks. The Executive Director and Associate Operating Officer will aid in the development and execution of clinical, educational, administrative, and quality initiatives/projects to improve patient care quality and ensure patient safety. The Executive Director and Associate Operating Officer will ensure compliance with all professional, governmental, and transplant regulatory agencies such as UNOS, OPTN, CMS, and the Joint Commission. The Executive Director and Associate Operating Officer will design, implement, and evaluate clinical, and financial managed care agreements with insurance providers and track and evaluate expenses and reimbursement for program services.

Role Accountabilities:

Leadership

• Establish the mission, strategic plan, operational/programmatic plans, and practices for the PCC.
• Lead activities related to performance, improvement, and risk management programs to establish and meet clinical quality goals, effective cost management, patient satisfaction, and business goals.
• Participates in the planning, implementation, and evaluation of clinical programs and services, assuring appropriate resources for the delivery of care.
• Builds and maintains key strategic partnerships, both internally across VUMC and within the marketplace, that facilitate the achievement of goals and objectives.
• Takes initiative in identifying and facilitating the resolution of transplant operational, financial, and quality/regulatory problems.
• Participates in a leadership role within appropriate regional and national transplant professional activities.
• Represents the Transplant Center Medical and Surgical Directors at meetings and conferences and acts on their behalf as requested. Assumes administrative responsibilities of the Directors in their absence as requested.
• Acts as Co-Chair with the Transplant Center Medical and Surgical Directors for the Transplant Quality Council and Transplant Program Directors Meetings. Provides minutes of meetings.
• Acts as Co-Chair with the Transplant Center Directors for oversight of Transplant Pharmacy Outcomes Research, Transplant Ethics, Transplant Social Work, Transplant Infectious Diseases, and other transplant-related unique support services.
• Functions as liaison with affiliate hospitals and other community organizations (i.e. organ procurement organizations).
• Ensures that the mission, goals, objectives, policies, and procedures of VTC are communicated, understood, and accomplished by all staff.

Operations

• Works within a matrix relationship with leaders to oversee operations of the VTC and collaborates with core service leadership in the management of clinical core functions (i.e. lab, pharmacy, transport, etc.).
• Demonstrate a high level of knowledge of the patient population served and of the requirements for delivery of services.

• As assigned, represents VUMC in various meetings and organizations where VUMC maintains membership.
• Design, implement, evaluate, and market programs to maximize clinical outcomes, functional status, patient/customer satisfaction, and reimbursement
• Lead and provide feedback to direct reports with full responsibility for planning, coordinating, and controlling the work procedures; analyze and evaluate ongoing department programs to identify areas where adjustments/improvements are needed; provide advice/consultation to others regarding problems.
• Define criteria related to the selection and acquisition of equipment, outside vendors, supplies, and support services, subject to the final approval process.
• Participates in the planning and promotion of community health programs related to the PCC.
• Support, promote, and integrate research activities in accordance with the Division, Department, or VUMC goals.
• Promote and monitor the effective utilization of the assigned space in support of the VTC's goals.
• Ensure the most effective operations of the VTC through program development, process improvement, and coordination/integration of processes with other departments.
• Collaborates with affiliated dialysis units and other institutions to establish mechanisms to assure timely and effective transfer of patient information.
• Works closely with direct reports that provide direct management over transplant pre-cert specialists, transplant social workers, transplant nurse coordinators, and quality and data managers within each transplant program.
• Works closely with the Director of Managed Care Contracting and the Transplant Center Director to develop appropriate charging for transplant services to develop package pricing for managed care contracts and for negotiating contracts with managed care payers. Responsible for monitoring the accuracy of accounts receivable collection in accordance with contracts and the regular reporting of profitability for each transplant program.
• Works closely with each transplant program to organize and facilitate the Transplant Recipient Review Committee.
• Develops and implements processes and systems to improve transplant patient flow for both inpatient and outpatient services.
• Produces and distributes monthly reports of profit/loss, volume, case mix, referrals, recruitments, quality initiatives, managed care contracts, and other reports deemed appropriate.
• Develops and manages the hospital transplant operating and capital budgets.
• Responsible for personnel and labor relations activities, coordinating with Human Resources, the recruitment, hiring, training, performance evaluation,n and discipline of all staff for the Transplant Center programs.

Compliance and Regulatory

• Review, approve, communicate, and implement clinical protocols, policies, and procedures, in an effort to facilitate efficient and effective practices.
• Responsible for coordinating and ensuring regulatory compliance with all State/Federal and TJC standards as evidenced by successful surveys and inspections.

• Maintain readiness for internal and external surveys/inspections by assuring that all faculty and staff are knowledgeable of regulatory standards applicable to their work and ensuring that standards are met within the PCC to assure Clinical Enterprise accreditation/licensure.
• Develops policies and procedures in consultation with the Transplant Center Medical/Surgical Director, Associate Nursing Officer, and Vanderbilt's Quality Safety and Risk Prevention that assures compliance with regulatory, OPTN/UNOS, CMS, TJC, and hospital standards.

Growth and Business Development

• Develop and coordinate the strategic growth objectives for the VTC to meet the mission of VUMC.
• Responsible for crafting operational plans to achieve target performance and growth.
• Evaluate changing demographic, legal, and technical developments in the field and initiate new or enhanced programs responsive to such needs.
• Establishes and maintains communications with local and national organizations, agencies, and professional associations to share information relating to the development and operation of VTC and its functions.
• Collaborates with Marketing in developing internal and external communication efforts and marketing strategies.
• Participates in the development and execution of appropriate community relations activities and marketing. Manages clinical outreach activities and educational/training programs.
• Develops ongoing strategies to ensure growth for kidney, pancreas, liver, heart, and lung transplant programs and related devices as a major hospital service line for the Medical Center.
• Develops and evaluates strategies to increase internal and external patient referral networks.
• Collaborates with agencies providing organs for transplantation (OPTN/UNOS), organ procurement organizations, and community agencies (ALF, AHA, TKF, TDS, etc.).

Finance

• Reduce operational costs and increase revenues based on knowledge of market trends, operating procedures, and reimbursement matters.
• Participate in the preparation of the annual operating budget, including direct labor, material and supplies, services, equipment maintenance, and replacement.
• Ensure financial targets are met or exceeded.
• Evaluate organizational functions and structures to best determine the allocation and utilization of resources.
• Coordinate capital purchase decision-making within the VTC to align with strategic goals.

Performance Development

• Coordinate the development of performance standards, objectives, evaluations, appropriate pay, and opportunities for growth and development of staff.
• Adapt and align organizational structures to optimize the efficiency and effectiveness of services.

Quality and Service

• Review VTC performance in relation to established goals, implementing changes to effect continual improvement in the services provided.
• Create and exceed service standards utilizing key service dimensions and from knowledge of patient/customer expectations and best practices.
• Standardize services, processes, resources, and practices where appropriate to improve efficiency maximizing continuity of patient care while maintaining professional standards within disciplines and across the VTC.
• Lead activities related to performance improvement, and risk management programs in order to establish and meet clinical quality goals, effective cost management, and patient satisfaction.
• Participates in establishing each transplant program's goals and objectives with particular emphasis on customer service, quality, and clinical protocols.
• Develops, implements, and manages continuous quality improvement initiatives for the transplant programs/clinics and directs multidisciplinary teams to meet quality objectives.
• Collaborates with the multidisciplinary team and hospital administration to identify regional and national benchmarks in quality, cost, length of stay, and satisfaction for high volume/high impact DRGs.
• Works with VTC Administration and Quality Improvement Colleagues in monitoring and reporting clinical qualitative benchmarks.
• Collaborates with VTC Administration in the analysis and evaluation of continuous quality improvement efforts.
• Oversees and assures information flow as required by regulatory agencies (i.e., UNOS, OPO, DOH, etc.).
• Plan, implement, and coordinate quality assurance activities through the transplant center or in conjunction with Vanderbilt's Quality Safety and Risk Prevention Center for Clinical Improvement and in collaboration with other healthcare team members.
• Coordinates the timely and accurate preparation and submission of required regulatory data requests and managed care company requests for information.

Qualifications:

• Master's Degree and 10 years experience

Preferred Qualifications:

• 5 years as a leader in a transplant program is strongly preferred.
• Clinical and financial transplant experience strongly preferred.
• Transplant regulatory experience strongly preferred.
• Academic Medical Center experience preferred.
